Requirements:
• Degree: Certificate.
• Education: Graduate from an academic course in phlebotomy that includes 120 didactic hours (or required by state law).
• Certification: Certification/registration determined by the American Society for Clinical Pathology (ASCP) or AMT as specified in the Task Order.
• Experience: Completed 1040 hours as a Phlebotomy Technician within the past three years.
• Must have performed 50 successful venipuncture and ten successful skin punctures
• Must have performed 50 successful donor collections with an accredited laboratory within the last two years.

Must be U.S. Citizen.

Duties:

 Perform a full range of phlebotomist duties, including proper venipuncture, fingerstick, and heel-stick procedures using appropriate techniques, and perform set-up and completion
of special test-related phlebotomy procedures utilizing appropriate techniques. Ensure that 
all aspects of patient accessioning, specimen collection, processing, and distribution are
performed properly.

 Conduct patient in-processing before specimen collection, including a review of
paperwork accompanying patients and cordial guidance and assistance.

 Assemble equipment, such as tourniquets, needles, disposable containers for needles,
blood collection devices, gauze, cotton, and alcohol on the work tray, according to requirements for
specified tests or procedure

 Verify or record the identity of the patient or donor and converse with the patient or donor to
allay the fear of procedure and conduct interviews, take vital signs, and draw and test blood samples
to screen donors at blood banks.

 Provide technical oversight and training to ensure that all invasive procedures
(venipuncture, capillary puncture, clotting time, etc.) performed in the laboratory are done in the
safest, most sterile, and expeditious manner, with minimal discomfort for the patient. Training
may include newly arrived corpsmen, nurses, reservists, and American Red Cross volunteers.

 Perform phlebotomy-related administrative and clerical procedures of the front desk
section of the lab, fully document all samples obtained per the laboratory’s standard operating
procedures, and maintain the supply inventory and cleanliness of the front desk and phlebotomy
area.

 Provide instruction on patient-centered specimen collection (twenty-four (24) hour
urine, occult blood testing, semen analysis, etc.) and special requirements necessary for
laboratory-collected specimens (fasting requirements, special diets, etc.).

 As directed, perform basic "waived testing" as defined by Clinical Laboratory
Improvement Amendments (CLIA), to include screening tests and other tests cleared by the Food
and Drug Administration (FDA) for home use, such as pregnancy tests.

 Provide services in compliance with applicable military installation and service
written policies, procedures, and regulations, as well as those of the American Association of Blood
Banks (AABB), College of American Pathologists (CAP), Clinical Laboratory Improvement
Program (CLIP), and Joint Commission for Accreditation of Health Care Organizations (JCAHO).

Perform registration duties associated with blood drives on all prospective donors,
including but not limited to the preparation of donor card demographic information, donor
interviews and donor eligibility determination, obtain donor history, and input donor
demographic data into the DBSS computer system.

 Assess donor temperature and blood pressure and annotate on DD572 Donor
Records. Determine whether donors meet acceptable criteria for hemoglobin or hematocrit using Copper Sulfate (CuSO4), spun hematocrit, or another valid method.

 Perform phlebotomy using standard blood bags per established
standard operating procedures, American Association of Blood Bank guidelines, and Food and
Drug Administration regulations.

 Recognize and initiate appropriate measures in emergencies (donor
reactions) following standard operating procedures.

 Collect pilot tubes for donor testing after phlebotomy using the sampling device on
the blood bag and review Donor cards for completeness.

Weigh and prepare the units after collection for component processing in
accordance with established standard operating procedures.

 Set up mobile collection sites and tear down the mobile collection sites at the
completion of blood drives with established guidelines.

Prepare bags for the issue at blood drives per established standard
operating procedures.

Perform Daily Quality control on all equipment and reagents per
established standard operating procedures Navy Donor Center and American Association of
Blood Bank (AABB) standards.

Segment collected donor units per established standard operating
procedures.

Properly ship blood products to processing facility per established
standard operating procedures.

Perform donor aphaeresis procedures per standard operating
procedures and perform component processing, inventory, and labeling.

Perform blood manufacture to include component processing and related tasks.

Pass an initial Professional Qualification Standard (PQS) Assessment, a six (6)
month post initial PQS Assessment and an annual PQS Assessment. NMC Portsmouth’s Blood Donor Center normally administers these tests.

Note:
The phlebotomist position out there is not standard hours. The hours change daily based on the blood drives so it's not a set schedule. Additionally, you do 1 (12hr Sat Blood drive per month). They cannot exceed 80hrs in a two-week period so if they work a 12hr Sat they usually work a half day on that Friday. 
The positions are mostly blood drives, hence you show up in the mornings and load the equipment into the van and everyone rides to the drive together from there. Rarely are you working at the actual Portsmouth hospital. Blood drives might be on a bus, basketball gym, etc. and lunch breaks are staggered so no more than 1 person at a time is on break at the same time.

  • As soon as possible pending Federal Security Clearance process completion (typically 4-6 weeks after initiation)

  • 8 - Hour Shift
  • 7:00 AM, 3:30 PM


Ability to commute:

  • You are required to have reliable and safe transportation and are expected to commute to and from the work site.
